The WC108 : USIMless Emergency Calls Working Committee is to develop a new Guideline for the handling of calls:

To Emergency Service Numbers (ESNs) 000 or 112;
Using a public mobile telecommunications service; and
From Customer Equipment that is unable to detect a Universal Subscriber Identity Module (USIM).
