ACMA is proposing to make changes to the Numbering Plan to clarify the application of the numbering rules to VoIP services and to introduce a new Small Provider Integrated Numbering System (SPINS) which will allow geographic numbers to be allocated individually.   We believe these proposals may have financial benefits for industry and will have compliance implications.   The discussion will assist ACMA to develop a more detailed paper for consolation purposes.

In mid 2008 ACMA undertook research into how VoIP providers are complying with the existing regulatory arrangements and investigated barriers to compliance. ACMA envisages that SPINS if implemented will assist small CSPs, at a reasonable cost, in complying with their regulatory obligations (to allocate numbers correctly and to provide portability).

This session will introduce the SPINS concept and discuss the implications of the proposed clarifications in the Numbering Plan.  Please note that the development of the SPINS concept is at an early stage. By way of background please refer to the attached ACMA Numbering Advisory Committee papers.

The Communications Alliance end-of-year cocktail function brought together all the key stakeholders in the industry and celebrated a successful year.

The function was closed to the media to provide an opportunity for Members of Parliament and government officials to meet in a relaxed and informal environment.

The Minister for Broadband, Communications and the Digital Economy, Senator the Hon Stephen Conroy, attended the event and outlined the Government' s vision for the future of broadband and the communications industry. 


This forum is bringing together key stakeholders to take part in the scoping of a new project that Communications Alliance is commencing to revise the Information on Accessibility Features for Telephone Equipment Industry Code (ACIF C625:2005) and the Operational Matrices for Reporting on Accessibility Features for Telephone Equipment Industry Guideline (ACIF G627:2005).

Background

The Accessibility Information Code specifies obligations on suppliers of telephony equipment to provide product information on the functional characteristics of their equipment used with a Standard Telephone Service (STS) that would be beneficial to people with a disability and older people. The aim is to ensure that the information provided by suppliers is clear and comprehensible to assist both service providers and consumers in identifying equipment features that will meet an individual’s communications needs.

The Operational Matrices Guideline provides templates for equipment suppliers to use in providing fixed line and mobile handsets product information in accordance with the provisions of the Code.
