WC08 Customer Equipment Codec Working Committee
Description
The WC08:Customer Equipment Codec Working Committee is to revise the electro-acoustic transmission and reception requirements of AS/ACIF S004:2006 Voice frequency performance requirements for Customer Equipment for customer equipment employing codecs. The following is to be taken into account:
(i) to ensure that the requirements do not restrict the choice or quality of codecs used in CE to avoid any adverse impact on innovation. (ii) recognition that G.711 codecs provide a basis for a good quality end-to-end voice performance, and that other codecs can be of lesser quality while providing satisfactory end to end voice performance. (iii) to consider the DCITA ‘Examination of Policy And Regulation Relating To VoIP Services’ Report including that Standards are technology-neutral as far as possible (Recommendation 27) and that VoIP QOS can be highly variable (Finding 13). The stated aims of the revision can be addressed by: (iv) avoiding to specify requirements for only some codecs in the Standard and hence potentially distorting market behaviour with the introduction of CE supporting different types of codecs. (v) having recommendations in the Standard that G.711 coding should be supported, in recognition that G.711 coding provides a good benchmark for codec quality. (vi) having recommendations that emphasise that non-G.711 codecs meet their standard test vectors.
